Organizations are an excellent idea. Frankly, the entire game and setting lend itself to characters starting an organization and rising to the top. It would make for an excellent campaign. The first game idea I had was for a small Thieves Guild (all PC’s) to grow, advance and take over the city and then other locales. But…
The organization rules don’t support multiple players having the same organization! At least, they don’t seem to. The rules indicate that an organization (thieves guild), once started, goes up +1 Scope for every X levels of the starting character. Well, what about groups of characters?
Another thing that is a bit hard to grasp is the numerical importance of the Organization Traits. So I have an 11 in Scope… what the blazes does that mean. Some example tables would be a good idea to give some idea of what those dang numbers mean.
Any thoughts?

There are some guidelines to what different scopes mean on page 56 (of the pdf), but a table would have been nice. Perhaps with entries for different kinds of organizations.
As for several characters sharing an organization, this used to bother me too. But right now I'm thinking that if you want to you can consider each organization a different branch of a "super organization".

You could just have the scope bonus increase based on the average level of the party. This would be super easy if everyone is the same level, obviously. =)

How about using average level to find scope increase but add +1 scope for each pc member beyond the first? In addition, an organization like this should perhaps get more than one action pr. week?

I don't think it would be a bad option. What would be the point of everyone having their very own Thieves Guild?
For sure... You could allow each player to select an action. However, you'd have to restrict certain actions from being used too many times.
