I've been receiving some emails and seeing some comments here and there about wizards and witches being 'hunted' in the Kingdoms. Just wanted to point out that that's not always the case.
Granted, I didn't help the issue by including an outlaw witch among the sample NPCs in the core book. But not all witches are outlaws.
The nobles have "many spellcasters of all styles" in their various houses, arcane orders, and temples. A noble may not even have met all of the spellbound who work under his imprimatur. A wizard might have a noble's sanction because of family connections, shared religion, direct employment, a contracted mission, by extension through a master-apprentice relationship, inheritance, charter, mistaken identity, a dangerous con, a loan to an impoverished noble house, a bribe, in exchange for love, in order to crush a mutual enemy... there are an almost endless number of reasons that a wizard or witch could be operating with the approval of a noble. Note that you don't have to be allied with the noble either; he may be unaware of your true allegiance. Or he may be aware but powerless to stop you (legal, diplomatic, or practical considerations may stay his hand).
So, yeah, there's a fair amount of room to play a wizard or a witch who isn't an outlaw. I just wanted to point that out. It's not like a witch or a wizard in the default setting is going to fit in like a warrior or a rogue. But she doesn't have to be an outlaw, either.

I was under this impression and offered up the option when asked. What i did say was the the character must have a history or inspiration to describe why they are not outlawed.
A history could be something like "trained as a magic scribe in the guild of the Star-seers" or "apprentice under the watchful gaze Baron Hurle's chief witch"
An inspiration could be "The House of Hurle is my sanctuary" or "pledged my oath to the protection of the court of Stein".
This way you can be an approved wizard or witch but it relies on your back story fit.
