Perhaps throw your Heart die for starting mood each adventure. This is then a bit like blood in oWoD Vampire.

Crap, I meant to post this in the other thread. @_@
For on-going campaigns where each session is a linked adventure with no "off screen" time lapses going on... you would just keep the values as they were last session.
But when those time lapses do occur or when a game is first starting up... either IronChicken's idea or something more consistent like 1/2 of your Heart die would be good solutions. :)

I like 1/2 heart starting mood. it awards high heart characters, From the start you could definitely use more mood if you only have 1/2 of what your total allotment is! but your not in danger of losing Inspirations if someone looks at you funny in the first scene.
