How many Starting Inspirations should/can a character have? Upt to their Heart? 1? something in between. There is no guidance on starting inspirations. The character creation section just references another section with no data about that exact topic.

The wording on the 7th page of the pdf leads me to believe that you begin with as many Inspirations as you want. However, each one must have a value attached to it. The combined values of which cannot exceed the character's Heart score.
At least, that is how I understand it.
You are right though, it needs some clarification in that area of the text. Actually, I'd like a chapter put before the Species/Races chapter that breaks down the character creation process in detail.

You begin with up to your heart value in inspirations. I'm sure you could begin with less, but I personally would find that straining for my character given inspirations are so powerful/important.
Say you start with 7 HRT, you could have a 3, a 3, and a 1 inspiration when you start off, or a 5 and a 2, or seven 1s, or... whatever combination you want, not exceeding 7.

That's right, you begin with your total heart. So if you have Heart 6, you probably want one inspiration at at least a 3 or 4 (for the narrative control). Then it's up to you on the others, as long as the total adds up to 6. One strategy is to have a bunch of inspirations at 1, but if you lose a point in them, they're gone until you get them back (which can be harder than just increasing an existing inspiration). Also, a single heart die increased by one size is not as valuable a bonus die as one increased two or three sizes. Especially if you're a wight or a nineblood, both of whom have ways to get extra inspiration uses per scene, I recommend going for a lower number of inspirations with higher values in each. For princes and princesses of wolves, you might want a larger number of inspirations because of the bonus inspiration points you get.
I will clarify that in the text. Thank you for continuing to point out all these things!

Heh no doubt there are a couple of different ways to approach it, depending on how you like to play the game! What I really like is that no matter how you slice it, your RP does give you a big bonus in combat. Or a chase, or a social encounter, or even a mass combat if you have the right abilities.
