In one of the earlier previews (in the "Game" page on the website, under "Histories, Skills and Reputations", paragraph 4) Histories/Skills, the first 3 ranks in a History/Skill gave a die-step increase (eg. +3 die-steps for rank 3 in a History/Skill); yet in the PDF (Chapter Two, page 10 (pdf p. 13)) the first level gives you +1 die-step, nothing for levels 2 and 3, level 4 gives the d4 bonus die, etc.
Is this a rules change that occurred after the preview?

I'm assuming so.
It is likely that once playtesting commenced... it was quickly discovered that +3 dice sizes at (3) was extremely absurd and game breaking.

You could probably house rule that History values about 12 begin a slow die increase. Perhaps requiring 2 points to raise the history by 1.

Yes, that was a change since the preview. Actually, it's a reversion to the first incarnation of the history system. I had changed for a while, but then in the last few playtest games I had a few questions about how they worked, whether it was too fast, whether the bonus die and spending over three was worth it, etc. So we just went back to the original system, as it was simpler, and the changed version didn't seem to be bringing unquestioned benefits.
